Thanks for the video. I believe that there are at least two better options to create an apron MESH (not the animation).
1) Build the Mesh as you did - crudely, with just the approximate shape of the body. Then add a SHRINKWRAP MODIFIER. In the Modifier settings, you designate the character as the Target.
2) Go to the character model. Duplicate the Faces around where the apron will be (Shift + D). Then separate these Faces into a new Object (P > Separate). Then, stretch this new object.
