I do this build a little differently, i go 9 pylon, 12 forge, 12 assimilator, 13 assimilator, 17 pylon, 18 gate and cannons, as soon as everything is out i do cybernetics core, by that point you should have enough gas and mins to go for 3 stargates and crank out 8 phoenixes. I harass with the phoenix while i expand and make voids.

I'm starting to get used to this build. Works really well on zerg, esp if they try to get an early base. Build mass phoenixes, gravity beam any anti-air units and send in stalkers for clean-up. Great anti-roach rush defense too. Last game, lost only 10 units and killed 60. It's really fun sniping queens, ect. Sucks against nydas-zergling rushes

both work, but hydras are cheaper, hydra den takes 40 seconds to take. corrupters are slow and if they just stop making pheonixes, they've still got pheonixes to harass overlords while you've got corrupters hoping they'll get lots of colossi.
therefore i feel hydras are the better reaction. but by no means is it the "right" reaction.

@trthorson You sure Hydras are the best? I mean, they are slow as ****, so the Phenixes can just fly away from them. I thought corropters was a lot better
