@Fromen they use a tool called jessica. It really is all ingame graphics. What makes it look different is the vid post processing (blur and color corrections). Ship movement is also adjusted by hand.

That's true but if you compare the overall graphics in this video and compare it to real EvE it's a lot different. I don't blame them for doing so in a promotional video though.
