Yes, likely still 15 when the episode was shot -- she turned 16 just before it aired on 10/6/59.
A great example of the "scheming beauty" you describe was in the 1968 release, Pretty Poison w/Anthony Perkins.

Tuesday Weld was typecast for years after this show. Always made to be the "scheming beauty who was up to no good". A sophisticated girl who was underestimated. It didn't help she turned down a number of important movies in the 1960's.
Tuesday was 15, (playing 17) in this episode.

I think it's hysterical that Warren Beatty apparently denies he was ever on the show...duh, there's such a thing as YouTube, dude, but nice try! Apparently Dwayne Hickman (who played Dobie) said 'Instead of denying he was on Dobie Gillis, Warren Beatty should deny he was ever in 'Ishtar'!
