You see this is where I'm foggy about your decision. When you ask people (In government) a question, you have to be very specific with what exactly you want to hear from them. Otherwise they won't give you an answer to help the spirit of your situation because they don't want to 'level with you'. So when we relate this spirit to the bill you basically are saying that everything is illegal unless specified because anything you do can be looked at as illegal. So maybe you can clarify this idea?
