MTS, the winner of the franchise for the Red Line, the first stage of the Tel Aviv light rail project, is expected to give up on the project and not agree to the final compromise proposal offered yesterday by the state. MTS had demanded the state bring forward the dates for payment of the NIS 7.15 billion grant to MTS. The state agreed to some easing of conditions but also came up with conditions of its own, such as the payment of interest on moving up payment of the construction grant and requiring agreement on certain engineering matters with significant financial implications. The bank consortium financing the project includes German banks KfW Bankengruppe and BayernLB and Bank Leumi. MTS has already spent about NIS 270 million in the project and has received NIS 92 million in grants from the state. The state has invested another NIS 1 billion in the rail project for infrastructure.
