No, the legislature, entitle predating Reagan, and the necessity to save social security from past indiscretions tripled the national dept.

Reagan increased revenue with his supply side economics platform, he would have had to destroy every entitlement already in existence to have eliminated the dept. Because was and is not an option, he did the sensible thing; attempted to have economic growth outpace government growth. Unfortunately the liberal legislature prevailed, they hold the purse.
