too much concrete, not enough soil to hold the water. Water had nowhere to go.

Most people didn't and probably suffered high losses. Some stores were 'good' enough to dump the goods, especially when it comes to pharmaceutical items. I did see some trying to dry the seafood/mushrooms out. I don't entirely understand how it all works though, so if they figure it is still sell-able ... perhaps at a discount?! And since I live in the area I saw everything they did. Let's just say I didn't buy from them for a while. :P

Why is flood so bad every year? is the drain was blocked?
was it black b/c the sewer line busted?

@bananian Colours are used to categorize the severity of the rain. The categories range from just regular rain to "Yellow," then "Red," and finally "Black"
When it is categorized as "Black Rain" we are advised to stay home because there are indications of flash floods and the possibility of landslides.

It isn't as bad as it looks. The floods were very localized (a few square blocks in multiple areas). This particular area's flood was a result of a combination of unusually heavy rain, poor drainage, and high tides (which blocked the drainage ducts to the ocean)
