With an efficient plate design, you don't need a lot of current to generate a lot of hydrogen on demand. You might even have to limit your production or otherwise deal with the heat generation issues.
You better start using neutral plates or you will be dealing with heat issues. Without neutral plates you are just going to be producing steam when the cell heats up. Try to get the voltage/plate gap down to 2.0 - 2.2 volts max.
