Yea, absolutely. I'm not familiar with GIMP but it's the best free alternative to photoshop.

If you want to make sure its definately in the middle (the bg color/image/whatever) select the whole image you want it to be in the centre of.. Keep it selected and select the move tool (v). Then click the button at the top which has two boxes that are aligned horizontally. It should then have the image in the center
