Because he's just that awesome.

Honestly, I have no clue, but I think he was born with his control over sand. Similar to how some ninjas can use exclusively ninjutsu(Gaara), some use exclusively taijutsu(Rock Lee), and some use both(pretty much everyone else.

Not an expert on this, just a fan of red-headed pandas with a love of blood.
