In Salford, muggings, assaults, burglaries and firebombs have reportedly become everyday happenings. Residents have to padlock their front doors just to go shopping. The highrise blocks of apartments were built in the 1960s to replace 19th century houses which had deteriorated into slums. But now, many people want to move out, and only the most desperate will move in. One block, 75 per cent unoccupied, has suffered 20 arson attacks this year. One pensioner has blocked up his fire exit after thieves tried to break into it. He has a stock of tools to help him escape in an emergency.

Another resident said he had been burgled three times in less than two weeks. Salford Housing Chairman David Lancaster said the situation had worsened because of a lack of funds from central government.
