Yes, It may be a woolly bugger, but it has legs, like a crayfish. Original Wooly Buggers don't have legs. Anyways, why can't it be a crayfish? That's one of the many things it imitates anyways.

Can't say as I ever have. Maybe when the gills and perch hit them but the bass and occassional pike enhale them. By far my most productive smallmouth fly.
