yes, you are right.. the problem with these teachings are a fundamentally flawed doctrine of works. a "work" of baptism is substituted for the entirely self-sufficient work of Jesus' redemption on the cross. This teaching originates with the UPC denomination which was a group that was kicked out of the Assemblies of God church for teaching a false/wrong doctrine of Christ Jesus and the Godhead.
