Prestatyn Business Development Action Plan

2.44 This study had four key objectives: to identify opportunities for public and private
investment; to strengthen High Street as the spine of the town centre; to brand the town centre to provide a stronger image; and to develop the partnership between the
public and private sectors.
2.45 It identified two key regeneration zones in the town: the Café Quarter and the Rose
Quarter. The Café Quarter comprises the area to the lower end of High Street.
However, delays to the proposed Tesco development have considerably hampered
the regeneration of this area. The other key project is the redevelopment of the
Scala (cinema, café, internet café, learning hub), which will extend the social and
leisure activities of the Café Quarter in the evening.
2.46 The Rose Quarter includes the upper end of High Street. It is hoped that this will
comprise small specialist shops, attractive street furniture and lighting,
complemented by a rose garden, developed in conjunction with local businesses.

2.47 The report's key aims are to promote Prestatyn as a town for small to medium sized
businesses, all-year shopping for day visitors, and as a tourist attraction. It also seeks
to build upon the town's key strengths as a coastal market town with specialist shops,
a traditional high street and strong heritage.
2.48 Barriers to economic regeneration are identified as ineffective traffic management,
parking difficulties, the distance between the beaches and town centre, apathy
among local people, bureaucracy, local opposition to proposals and dependency on
the seasonal tourism trade.
2.49 Key recommendations include: developing opportunities associated with the Offa's
Dyke National Trail; marketing and promotion; attracting key retail brands; creating
an 'evening' economy; recruiting a town centre manager; having a street market one
day a week; creating a portfolio of 'sale days', events and street entertainment;
developing sport and leisure activities; and attracting specialist shops.
2.50 Key infrastructure improvements that are needed are: making the railway station
more attractive and installing disabled access; improving access up High Street;
enhancing the public realm; installing better directional signage; ensuring disabled
access to shops; putting a TIC in the town centre; creating better coach parking facilities; improving the quality of holiday accommodation; introducing an integrated
public transport system; and covering the shopping precinct on High Street.
