Yes, but they are usually not the problem. Seriously, the leading cause of weather related motor fatalities in CA is not ice or wind or rain, but the eerie tule fog, which can lower visibility to less than 60 feet.
The only kind of fun I used to have in the fog was in elementary school, when the fog was so thick you could disappear out in the fields around the playground.

Watch out for TREES! In California, we like to do this too, except with cars on icy roads.
