Since the European missile shield is going in, it's a safe bet these missiles, or the tech for them, are long sold. No one 'needs' missiles anymore. They just need to know how to make them. (~ And that can be emailed). It's seriously a game of Risk, but with your country's geriatric minds at the helm.
As for the Brits, biting at the EU, with their latest veto, it would make sense to join up with Iran and Russia, instead of pandering for something that is just gonna absorb their, not so, gbp.

If the US can sell JDAMs to Israel then Russia has the right to sell Iran the S-300 or S-400 Tor M1s or any system they want.
If Israel can ignore the UN resolutions and the NPT and IAEA and have secret Nukes, then Iran has the right to Nukes if not Civilian Nuclear programs!
