Middle eastern countries, including Iraq, have had many military coups with sudden regimes changing over the years.
Everything always goes smoothly.
The top ministers are replaced but all others (police, military, teachers...etc) get on with their work as normal on the next morning.
The triumphant forces in Iraq decided it was a wonderful idea to dissolve police and military then allow country to fall into lawless chaos.
The huge numbers of USA soldier lives lost since was totally avoidable.

Yeah you just oversimplified the situation in Iraq to an insane degree, Im afraid its a lot more complicated than that.
