"Sometimes you're wrong" In the conclusion of a two-part finale, Gibbs heads to Mexico for a showdown with a drug cartel intent on revenge. Gibbs has to reassess the rules by which he lives when he is forced to make a devastating choice to save the lives of his team.

@shahard16 instead of seeking revenge for the murder of her father, Reynosa says that she wants Gibbs to work with her drug cartel as a runner. She orders Gibbs to deliver a package, or else she will kill everyone Gibbs loves.
