A couple factors that normally make solar power costly are that you need a space for it, preferably near demand for its power generation, and a structure to support it. A great thing about this idea is that roads already have both space and investment in a supporting structure.
It is easy to criticize a prototype. The idea makes a lot of sense to me.
I do believe a lot of energy goes into making glass and circuit boards. I'd want to see an energy budget for it, not a subsidized monetary one.

Wouldn't it be simpler and less expensive to just insert thermocouples in existing roadbeds. This idea seems grossly expensive.
We really need this now.
