You don't get do decide how a person is allowed to feel and you don't get to invalidate other people's experience.

If she felt harassed by this guy and his condescending, maybe even sexualising, look then it is her right to confront him as one would any harasser.

Did this man say anything to you? Did he touch you? I'm just a little confused because I thought this was about harassment on the streets? Leering at you and smirking is not harassment. I'm confused why you have let this bother you for 2 years. I have read this post over and over trying to find the reason and I just don't understand. You have labeled this man a street harasser, which is not something that should be taken lightly. I fail to find the harassment by even the simplest definition.
