just returned mine for partial refund thru amazon.com. my yn 406ii simply stopped firing even though all lights including pilot were lit. I used this unit for 3 sessions over 3 months. what a bummer. I believe the capacitors stopped charging, as they couldnt be heard anymore. I'm gonna give Yong Nuo one more try with the yn467 e-ttl, I havent heard of too many issues regarding that one. btw, for manual strobe work-i preferred the yn over my canon 430ex for its simplicity and decent cycle time

I have the same problem, it only fire at full power.
-
Just got one and after one day I have exactly the same issue. No matter what power level is selected it is firing at full power and takes 5 or 6 seconds to recharge.
-
Hold MODE and after this face the power down.
Sorry for my english

Was this flash modded at all?

I have exactly the same problem... Did you get any refund?

I have the same problem! It works properly only if the flash head is in the 90 deg. possition. In other angles it works like on this video...I took it apart and it looks like the it is some cable problem inside...maybe it could help changing the cables inside which connets the head with body....Everyone who has this problem try all the head angles ;) i use it only with 90deg. angle now :( But YN460II on the way...I will not move the head so offen like with this one :-D

@chenchix Hi I have just spent the last 40 mins looking for it but no luck. I saw it when I was looking for reviews on the YN460 to buy one. may be try asking on the flickr group flickr.com/groups/yongnuo/
Sorry I can't be more help
Maybe the batteries were low on power..that can often be a cause.

Batteries full charged.
The problem itself is every shot flash is fired at maximum power. not 1/64 1/32
