it's never that a man fails in time of crisis...but that he attempted to correct the problem. hoover sat on his hands and expected it to correct itself.

There was the pre WW2 FDR and the post WW2 FDR. He failed the first part, succeeded in the second. I guess short term political memory highlights his success in WW2 and not his fiscal failures (admitted by his treasurey secretary) of the first part of his term.
