Many officers in suits and other plainclothes get-ups are monitoring Occupy Wall Street and related activities. This video was taken at around 3:30pm on Saturday, October 8, on the southeast corner of Washington Square Park, where protesters had just marched and would later peacefully hold a General Assembly meeting.

As per NYPD code since 2003 ( http://www.nyc.gov/html/ccrb/pdf/nmsh... ):

"Members of the service" are required to "courteously and clearly state [their] rank, name, shield number and command, or otherwise provide them, to anyone who requests [they] do so. Allow the person ample time to note this information."
