So if you are making a statement, then it's ASSUMED that you know what you are saying to be fact. If it is later proven to show that the facts pointed elsewhere or there was never sufficient evidence to make it so, then you are KNOWINGLY making statements that are inaccurate. The wordsmithing and lies coming from Washington and the Bush Administration prove that Shame has left the building.
