I have the same white controller from Japan, so I could answer your question.
Yes it's the official Sony Dualshock 3.
Yes it works with my UK PS3.
I got it from "ebaygameconsultant". He lives in Canada, but the controller came from Japan. I don't know if he still sells them though.
