They leave up the MEN WORKING signs even when no one's working, close of all but one lane on I-80 so you get stuck in a long line of traffic, and when you do finally see construction workers, there's only 2 of 'em: one holds up the SLOW sign and the other's sitting on the bulldozer drinking coffee.
