The Janeway/7 thing was rumored so much, but Kate Mulgrew was against it. I don't think the 7/Chakotay thing was the greatest, either but at least it worked in the episodes they showed it.

granted, 7/9 was used to boost voyager's falling ratings with sex appeal, however, jeri ryan was still a good actress and the character was well written. paramount should have put her with the doctor or janeway, since they had the best relationships with her.
ideally, based on character interaction and development and ignoring homophobic predjudice (of which i hold none despite being straight), the voyager pairings would have been:
janeway/7
torres/chakky
paris/kim
doctor/kes
