Actually this is not a concert piece but a study piece, and the suggested speed is lots faster than this. My teacher used to make me play this very fast, even if when I was alone and played for myself I liked to make it slower and enjoy the music.

I do not understand why the piece is played so fast. The title suggests that it be played with a melancholy mood, and I did not sense anything melancholy about this interpretation.
