My humidity is only about 80% will my cakes even fruit at this level??

Compost is not a casing layer. What you actually did is apply a nutrative substrate over another colonized substrate.
A casing layer is a : "non-nutritive layer such as peat or vermiculite or different mixtures of the previous with various additives"
