@A5TROZOMBIE too right, these sort of plot holes are really becoming annoying. (aswell as predictable in any activision/blizzard game.) take WoW for instance. in warcraft 3, kel'thuzad and the lich king (arthas) are sort of equal in terms of power, and influence. then they release WOTLK, and suddenly kel'thuzad turned in a minor league player, and blizzard decided to make the lich king the big baddy. same thing with CoD. suddenly makarov. is the mastemind behind everything. BOLLOCKS!!!!!!

@splintercellz88 I don't think he was a known viable threat at the time. Zackaev was the one leading the ultranationalists and the one who orchestrated all of the arms deals. At the time I think Makarov was nothing but a small time player.
