Many of Chicago's moveable railroad bridges remain in the open position until a train needs to cross. Depends on the frequency of need, I guess.

what railroad uses the lift bridge? and how do you have it raised, is it raised via Marine VHF?

Is a railroad bridge or a highway bridge. I couldn't tell from this view. I'll bet it's a really old bridge.
