They want to apologize for making their living from money that was taken from their fellow citizens without saying, "Please" and "Thank you."
They also wanted to let you know that they will stop looking the other way when their fellow officers commit crimes.
They also wanted to apologize for enforcing stupid, victimless "laws" that turn their job from "protect and serve" into "harass and collect."
