Gov. springs plain and simple. You don't need to turn down the pump, and there is no such thing as racks getting stuck from too much travel on a p-pump. Yes, auto 12 valves have TPS. And FYI, it's not running away--it's just not idling down. From gov. springs clicked too tight, or not set up with a dial indicator.
OP--since you uploaded this 10 months ago, did you figure it out, and what was the problem?
