Cho doesn't even realize that if the earmarks aren't put in then the executive branch gets to spend the money as it sees fit. Taking out earmarks will not reduce spending one dime. The earmarks are not put in until after the funds are appropriated. To reduce spending, the total appropriation must be reduced. This happens long before funds get earmarked.
