Looks like an HPDE type of event (aka not a race) -- but it could also have been a TT (Time Trial) which might explain the agressive pass while on a hot lap. But if it were just a simple HPDE, then no need for that type of pass.
If this is just an HPDE event, then fault belongs to both drivers. If this was a TT event, then fault goes to the driver in this video.
If this was a NASA event, then good luck, NASA are known to put 60+ cars on track at the same time - crazy! - Rob

Simple. The lead car owned the line - in this case it was up to the black car to avoid a collision.
