is FRappe snowland the only place where you can BSD on Wifi speed?

No, it's just one of the easiest. Loose tracks like FS, DH, the sand on CCB, and CI2 are easier to BSD on. Flat normal roads like F8, BP, and PC are much harder, but still possible.
