@gentalanna - Take a look at the Annotation in the video, that's why I wrote it -_- lol. You need to have had fulfilled 2 requirements. 1. Defeat the Elite Four the first time and 2. Caught or Defeated Cobalion in the Mistralton Cave. Hope I helped.

@IAquariosI No you don't need to defeat the elite 4 you can get him as soon as you catch or defeat coballion which is after the 6th gym.

@Via1tunes - If you read my comment properly you will read that I said that you need to defeat the Elite Four to get him to appear !IF YOU HAVE MADE HIM FAINT BY ACCIDENT!! Yes you are able to get him after the 6th Gym as long as you have defeated Cobalion. Please read the comments properly -_-
