Only one little problem with a concentrated beam of EMP energy if a person in the car is fitted with a pacemaker INSTANT death & if wrong car big lawsuit also operator could be charged with manslaughter or reckless endangerment. if the persons in the car told police someone in car had pacemaker or other implant or could be proved that they even suspected. & device was used MURDER. so that is the end of that device before it starts.
