reason he is getting those fps is 7650 has no physics and only simple shading

bad computer u shouldnt be playing this, i even lag with intel core 2 duo 3.2 gzh OC, 4gb ram and GTS 250

Update, i have 1 Gb of ram, and that is me running the game on low, thought you can hardly tell because of youtube's low quality anyway
you probably wouldnt have noticed but while filming i was getting around 25 fps
