An old man is in the waiting room at a hospital in DC. A nurse comes to talk to him, trying to figure out his situation, but his accent makes understanding him difficult. Finally, she works out that he's a World War II vet and gets him to their veteran's aid department to get him taken care of.

20 minutes later, she notices the old man back out in the waiting room. She asks the clerk she sent him to what's going on. "Isn't he a WWII vet?"

The clerk just shrugged. "Right war, wrong side."

If you're gonna be a buzzkill and get all technical, at least don't be wrong. I don't know if what you described has a name, but my best guess would be rim clicking.

A rim shot is when you hit the rim and the head at the same time, which makes a super loud, higher pitched snare noise that's great for accents.
