That was from "How The Grinch Stole Christmas" which aired on CBS in the late 60s. I remembered that when I was a kid.

Ok. The answer to why doesn't have rorar is because this comes from a dubbed version where voices are omitted for being dubbed to another language. So the music and effects stay but not voices.
