Tesla mentions in his papers that HAARP could create a "plasmatornado". I have heard that this comes from a shortsircuit created between earth and the ionosphere. This realeses massive energylevels into the ground from the negativelly charged ionosphere. Also it discharges into the ground so it would cause continous earthquakes..
