This scene comes from the ending (and thus includes a large SPOILER) for Gulliver's Travels Beyond the Moon, a 1965 Toei film based loosely on Jonathan Swift's literary hero.
Gulliver's Travels Beyond the Moon also shows off the work of a young Hayao Miyazaki. As the story goes, the princess was originally scripted to be a mere puppet-like creature, but Miyazaki suggested and animated the scene that's shown here.
