Your first steps are too large! You loose a lot of time and explosiveness by the long time of ground contact! Furthermore your body's center of gravity is too low above the ground! Because of this you loose power pushing you forward... Your hips are also flexed too much!

Blocks are faster. When you start off a horizontal surface, friction between your shoes and the ground is the only force that moves you forward. When pushing off an angled surface, the surface applies an equal force against your feet, allowing you to start running with more force. Essentially, pushing off a horizontal surface allows for more force to be applied because friction AS WELL AS the counter force to the movement of your feet increase the net force. More force = faster start.

Blocks slide backwards, that is why they have people hold them and they still slide backwards. So at that point and time you are losing traction not getting it.
