i really dont wanna have to start a game to use it
and i cant play with windows live if it doesnt require it

The new dashboard definitely has a lot more features than the old.
Just one question, is there no way to open the dashboard out of game? It really annoys me that you have to be in game to use it.

Unfortunately you can't :(, I don't know why they haven't made a stand alone LIVE dashboard to use when you want to stay signed in but don't want to be on a GFWL game.
