I think the credit first goes to the director for the concept and then the musician(Ilayaraja) and lyricist(Sirivennela) together. Overall, most of these master pieces are a team effort. Role of the actor is really limited.

i once heard his speak about the lyrics of this song. He said he somehow differed with the adage " adavi kaachina vennela" which meant the moonlight in a forest was a waste. Hence he penned it this way. Hats off to the novelty he brought into Telugu music industry through his lyrics.
