problem would be solved if we increased taxes on alcohol and cigarettes and legalized marijuana

If you up taxes to 22%, then you can go to school tuition free. That's how it works in some countries in Europe. Something to think about but I guess California has already lost too many large companies to other states to consider that idea. Don't know the answer.
