Irrespective of why they were celebrating you should pay attention to the bright daylight in the background. There is very little shadow being cast suggesting it is high noon.

They 9/11 attack happened at about 10am New York time. Jerusalem is 7 hours ahead and when 9/11 happened, it have been around 5pm and not high noon.
