Definitely depends on the artist. Usually for songs like this, if it is self created music, then artists can usually write the lyrics and then make a melody to fit the structure and vibe of the lyrics. Many rappers, however, will listen to the beat/rhythm of the music before writing their lyrics. Either way, an artist with musical talent will always be in sync with the rhythm of their music :D Great observation by the way and I completely agree.
